If you believe that God is calling you to do that – probably the best way is to contact the parents and have a meeting with them and share with them about how you want to go about starting a youth ministry. Start simple. I would think of what you want a student to have by the time they graduate high school and then program to meet this goal. A couple of books to recommend would be SImple Student Ministry and Purpose Driven Youth Ministry. They will get you on the right track as far as thinking about how to start.

UPDATE: I upgraded our social network and it seems to be working but there are some bugs or fixes I still need to work out. I also started getting a TON of spammers so until I find a plugin that works, I will need to manually add new users that want to be a part of this community and you can do so by visiting my other site: http://www.youthministryideas.net/contact and just fill in the contact form and I can manually add you to our community.
